Getting recommendation for a possible scholarship

A scholarship in school is given to honor students. A scholar gets free tuition or 50% discount for the tuition. But one can get a scholarship if he can appeal to the mayor or governor for a recommendation. However, the recommended scholarship is only given to students from indigent family. At least there is a way to save on the tuition although they are strict with the requirements.

It's the same here too. Scholarships are only given to students who perfom well and come from low income families. The requirements are strict and you need a recommendation to get the scholarship.

The government also offers HELB loans to students in need so they can pay school fees and in return the students will return this loan after they get jobs.
